Pathway Village

For Grantmakers

Pathway Village is seeking philanthropic, public, lending, faith-based, health-system, and community partners to launch a 15-home permanent supportive-housing community in Westampton, New Jersey for people moving from homelessness and repeated crisis toward stability.

Nonprofit governance and fiscal accountability

Pathway Village is not a for-profit housing development. It is a program of The Salt & Light Company within the Affordable Homes Group family of nonprofit corporations. Affordable Homes Group, Inc. provides parent-organization oversight, fiscal accountability, and board governance.

The Board of Trustees brings experience in banking, municipal administration, public-sector work, nonprofit housing, and lived experience with transitional housing. This governance structure helps ensure that Pathway Village is presented and managed as part of an established nonprofit housing and social-service organization, not as a private real estate venture.

Grantmaker project brief

Project: Pathway Village, a proposed supportive tiny-home community in Westampton, Burlington County, New Jersey.

Purpose: To create a managed residential pathway from homelessness, shelter, motels, encampments, institutions, and repeated crisis into housing stability, coordinated services, income connection, and long-term independence.

Current phase: Planning, predevelopment, site-readiness, fundraising, operating design, and partnership development. The Planning Board previously approved a low-income housing plan for this site. Because the project is shifting from multi-unit dwellings to individual homes, the revised site plan is currently under review.

Model: A 15-unit demonstration village with small private homes, shared infrastructure, resident agreements, village coordination, case management, transportation support, work-readiness assistance, and coordinated referrals from appropriate public and nonprofit partners.

Capital budget framework: The revised 15-unit development budget shows $3,569,175 in total project costs, or $237,945 per unit. No capital is officially committed to the Westampton village. Funding-source details will be published after leadership confirms each source, amount, status, and disclosure permission. No Westampton source will be described as committed without a written award or executed agreement.

The case for investment

The project responds to a simple problem: communities are already paying for homelessness, but too much of that spending buys repeated crisis instead of stability. Pathway Village redirects effort toward housing, services, resident accountability, and measurable outcomes.
