This one-page prospectus summarizes the Pathway Village case for grantmakers, government officials, media, lenders, and civic partners. It is designed as a quick public-facing overview of the problem, the proposed response, funding need, target residents, timeline, and organizational capacity.
Prospectus summary
Pathway Village is a proposed 15-unit permanent supportive-housing community designed for approximately 15 formerly homeless adults, one resident per home, who can live independently with support. Residents would not have a fixed move-out date.
| Total project cost | $3.5 million to $4 million planning range; revised detailed 15-unit development budget shows $3,569,175. |
| Target residents | Formerly homeless adults who can live independently with support. Residents will be referred through appropriate agencies, and The Salt & Light Company will make the final admission decision in consultation with the referring agencies. Detailed written screening procedures remain under development and must comply with applicable requirements. |
| Timeline | No Westampton village construction or occupancy date has been committed. The Salt & Light Company owns Block 1208, Lot 11 in Westampton, New Jersey, the proposed Pathway Village site. The revised site plan for the proposed 15-home village is under Planning Board review. Timing still depends on remaining approvals, funding, final design, and operating readiness. |
| Lead organization | The Salt & Light Company, a 501(c)(3) nonprofit established in 1986 that began serving residents through transitional housing in 1987. |
Problem we solve
Homelessness in New Jersey is rising, and the current system is not designed to reverse it. Single adults are the largest demographic in the homeless population, yet the housing system is disproportionately designed for families. Pathway Village is intended to help fill that gap by providing formerly homeless adults who can live independently with support a path to stable housing and coordinated services.
Why it matters
Chronic homelessness already imposes substantial public costs through hospitals, jails, shelters, emergency services, and repeated crisis response. The prospectus uses illustrative ranges of approximately $35,000 to $40,000 per person per year for repeated homelessness-related crisis response and approximately $20,000 to $25,000 for supportive housing with wraparound services. These are not Burlington County audited figures and should be read with the sources and limitations on the Cost Comparison page. The current operating pro forma separately estimates the 15-unit Pathway Village operating model at approximately $30,000 per resident per year.
What needs funding
The project needs capital funding for a tiny-home village with 15 self-contained, four-season, eco-friendly units. Each unit is planned to include a sitting room, full kitchen, bathroom, and bedroom. The site is also expected to include a community facility with an office, laundry, and meeting space. The revised all-in capital budget is $3,569,175, or $237,945 per unit. No Westampton capital is officially committed. Funding-source details will be published after leadership confirms each source, amount, status, and disclosure permission. No Westampton source will be described as committed without a written award or executed agreement.
