Pathway Village is a proposed 15-home permanent supportive-housing community in Westampton, New Jersey. Each home is intended for one resident, for an initial capacity of approximately 15 adults. Residents would not have a fixed move-out date.
Project at a glance
The current development budget is $3,569,175, or $237,945 per unit. The current Year 1 operating framework is $450,000, separate from capital development costs. One fully funded prototype tiny home is under construction in Mt. Holly, with completion targeted for November 2026, subject to construction conditions. It will inform design, construction sequencing, materials, and cost assumptions. Its funding and schedule are separate from the proposed Westampton village. Zoning approvals are targeted by the end of 2026. Village construction is targeted to begin in the first quarter of 2027, with occupancy timing to be confirmed after approvals and the construction schedule are finalized; both targets remain conditional on funding, approvals, final design, construction progress, and operating readiness.
The model
The proposed village combines private, energy-efficient homes with village coordination, resident agreements, and maintenance standards. Household income would generally be below 30% of the applicable area median income, and the community is planned to be drug- and alcohol-free. Residents would generally enter through state or county housing assistance, with a current rent target of an affordable portion of salary beginning after the resident has some employment. The Salt & Light Company will make final admission decisions in consultation with referring agencies. Residents will be expected to follow Village rules; responses to violations will follow a documented graduated process with individualized support and appropriate referrals. Any emergency action or termination will follow the final written lease, due-process standards, applicable law, and the resident’s circumstances and service needs. Current planning calls for direct case management, transportation assistance, and life-skills support; partner-provided employment assistance; and referrals for mental-health care, substance-use treatment, education and training, primary health care, and benefits assistance. Salt & Light has identified relevant agency relationships; the status of each relationship and any Pathway Village-specific responsibilities will be confirmed before the next public update.
Theory of change
When people leaving homelessness receive a stable private home, consistent support, transportation access, clear expectations, and coordinated services in a well-managed community, they are more likely to remain housed, improve their health and income, reduce reliance on emergency systems, and move toward greater independence.
Verified nonprofit status and financial accountability
The Salt & Light Company is recognized by the Internal Revenue Service as a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code. Its Employer Identification Number is 22-2709739. The IRS determination also classifies the organization as a public charity described in Section 509(a)(2), rather than a private foundation. Its tax-exempt profile and public filing history can be reviewed independently through ProPublica Nonprofit Explorer.
The Salt & Light Company files Form 990 with the Internal Revenue Service. Its fiscal-year 2024 Form 990 reports its mission as helping lower-income individuals and families secure decent affordable housing, providing shelter and services to people experiencing homelessness, and offering counseling and training.
Affordable Homes Group, Inc. and its affiliates are also subject to independent financial audit. The combined financial statements for the year ended June 30, 2025 received an unmodified opinion from Baratz & Associates, P.A. The audit reports no material weaknesses, significant deficiencies, material noncompliance, or findings. This is a consolidated organizational audit and is not presented as a standalone audit of the proposed Pathway Village project.
Grantmakers, lenders, and public officials may request the IRS determination letter, Form 990, or consolidated audit by emailing bob@affordablehomesgroup.com.
Funding need and current status
No capital is officially committed to the Westampton village. Funding-source details will be published after leadership confirms each source, amount, status, and disclosure permission. No Westampton source will be described as committed without a written award or executed agreement. The project is also seeking public grants, philanthropic support, bank and community-development participation, service partnerships, operating support, and other mission-aligned resources. Only written awards, executed agreements, or other documented commitments will be described as committed capital.
Measures of success
The approved initial measures are 12-month housing retention, employment or income connection, benefits enrollment, reduced shelter or motel use, positive exits to another stable destination when a resident chooses to move, and resident satisfaction. These are measures to be tracked, not claims of results already achieved.
Governance and next steps
Pathway Village is a program of The Salt & Light Company within the Affordable Homes Group family of nonprofit corporations. Affordable Homes Group, Inc. provides parent-organization governance, fiscal oversight, and board accountability. Current next steps include documenting prototype lessons, securing capital and operating commitments, advancing remaining agency and municipal approvals, finalizing operating partnerships, and continuing public and neighborhood engagement.
