Project Status & Next Steps

Last updated: September 21, 2026. Version: PV-STATUS-2026-09-21-1. This is the authoritative public status page for Pathway Village. External reviewers should also verify the Current Audit Manifest. It distinguishes completed work, work now underway, pending decisions, and future plans. When information elsewhere on the website differs from this page, this page should be treated as the current project summary.

Current status at a glance

Overall phasePredevelopment. The proposed Westampton village is not yet under construction or operating.
Proposed locationWestampton, Burlington County, New Jersey.
Planned demonstration scale15 single-occupancy private tiny homes for approximately 15 residents, with shared infrastructure, coordinated supportive services, resident agreements, transportation support, and village management.
Mt. Holly prototypeUnder construction and fully funded; completion targeted for November 2026. The target is subject to construction conditions. This is one demonstration home and is financially separate from the proposed Westampton village.
Capital budget frameworkCurrent planning estimate: $3,569,175, or approximately $237,945 per home, subject to final design, engineering, bidding, approvals, and construction conditions.
Year 1 operating frameworkCurrent planning estimate: $450,000, or approximately $30,000 per resident, before rent, service reimbursements, partner contributions, or other offsets.
Construction startZoning approvals are targeted by the end of 2026. Village construction is targeted to begin in the first quarter of 2027, with occupancy timing to be confirmed after approvals and the construction schedule are finalized. Both targets remain conditional on sufficient funding, approvals, final site planning, and operating responsibilities being in place.
Public meetingNo public meeting date is currently posted. Any scheduled meeting will be listed here and on the Local Residents page.

Two related but distinct efforts

Mt. Holly prototype home

A single tiny-home prototype is being constructed in Mt. Holly. It is a practical test of construction methods, materials, sequencing, design assumptions, maintenance considerations, and cost. It is not the proposed Pathway Village site and does not represent the start of village construction.

July 2026 update: The prototype has advanced through principal wall-panel installation and into roof assembly. New photographs document the front and side elevations, elevated foundation, framed openings, interior staging, scaffolding, and roof panels moving into place.

Proposed Westampton village

Pathway Village is a proposed 15-home permanent supportive-housing community in Westampton, designed for approximately 15 single occupants with no fixed move-out date. It remains in predevelopment and depends on remaining approvals, capital funding, operating support, and formal service and implementation agreements.

Development readiness

Project elementStatusCurrent public description
Project concept and service modelDevelopedThe proposed housing and supportive-service model is described throughout the website and in the project brief.
Prototype constructionUnderwayThe Mt. Holly demonstration home is being used to test construction assumptions before scale-up.
Development budgetPreliminaryA 15-unit capital budget framework has been prepared. It remains subject to final design, engineering, bidding, approvals, and market conditions.
Operating pro formaPreliminaryA Year 1 operating framework has been prepared and will require refinement as staffing, services, insurance, utilities, resident contributions, and partner commitments are confirmed.
Site plan and designIn developmentPlanning and design work are continuing. Public illustrations and plans should be understood as conceptual unless specifically identified as final.
Site controlProperty ownedThe Salt & Light Company owns Block 1208, Lot 11 in Westampton, New Jersey, the proposed Pathway Village site. Final design, revised site-plan approval, remaining agency approvals, financing, and construction are still pending.
Planning Board and land-use approvalsPendingThe Planning Board previously approved a low-income housing plan for this site. Because the project is shifting from multi-unit dwellings to individual homes, the revised site plan is currently under review, with zoning approvals targeted by the end of 2026. Other engineering, permitting, utility, stormwater, and agency requirements remain subject to completion as applicable.
Engineering and permitsPendingFinal civil engineering, utility, stormwater, building-permit, and related approvals are not represented as complete.
Capital fundingPrototype funded; no Westampton capital committedThe separate Mt. Holly prototype is fully funded. No capital funding is officially committed to the Westampton village. Funding-source details will be published after leadership confirms each source, amount, status, and disclosure permission. No Westampton source will be described as committed without a written award or executed agreement.
Operating and service fundingIn developmentRecurring operating, case-management, transportation, maintenance, and resident-support resources remain to be finalized.
Operating partnershipsIn developmentReferral, health, behavioral-health, employment, transportation, benefits, and resident-support roles must be confirmed through formal agreements.
Village constructionNot startedVillage construction has not started; the current conditional construction-start target is the first quarter of 2027.
Resident admissions policyLeadership decision established; procedures in developmentResidents will be referred through appropriate agencies. The Salt & Light Company will make the final admission decision in consultation with the referring agencies and in compliance with applicable requirements.
Resident rent and conduct policyPolicy direction established; written procedures in developmentThe current rent target is an affordable portion of salary beginning after the resident has some employment. Residents must follow Village rules; responses to violations will follow a documented graduated process with individualized support and appropriate referrals. Any emergency action or termination will follow the final written lease, due-process standards, applicable law, and the resident’s circumstances and service needs.
Resident applications or occupancyNot openThe project is not accepting resident applications. Occupancy timing will be confirmed after approvals, funding, construction progress, and completed operating policies are sufficiently defined.

Funding status definitions

To avoid overstating project readiness, Pathway Village uses the following definitions when describing funding:

  • Committed: supported by a written award, executed agreement, or other binding commitment.
  • Pending: a formal request or application has been submitted and a decision has not been received.
  • Prospective: a possible source has been identified, but no formal commitment exists.

Future updates to this page should identify funding by source, purpose, amount, status, and date. Prospective and pending amounts should not be included in a total described as committed.

Next decision points

Next stepWhy it matters
Complete and document prototype lessonsRefine design, construction methods, material selections, schedule assumptions, maintenance planning, and cost estimates.
Document site ownership and remaining approvalsProvide appropriate due-diligence evidence of Salt & Light Company ownership and track the remaining agency, engineering, financing, and construction requirements.
Advance site planning and approvalsResolve zoning, utilities, stormwater, access, parking, emergency access, landscaping, and permitting requirements.
Separate committed, pending, and prospective fundingGive funders and public officials a reliable picture of the remaining capital and operating gap.
Confirm operating partnershipsDefine referral, case-management, health, employment, transportation, maintenance, and data-reporting responsibilities.
Establish a neighborhood engagement scheduleProvide residents with timely information about design, traffic, safety, operations, maintenance, and public review.
Reach construction readinessVillage construction should begin only when design, site control, approvals, financing, operating support, and implementation responsibilities are sufficiently complete.

Important public clarifications

  • Pathway Village is the project name, not a separate legal entity. The Salt & Light Company owns, manages, and will operate all aspects of the program and is the responsible nonprofit organization; the proposed village is not yet completed or operating.
  • The Mt. Holly prototype is a separate demonstration home and should not be interpreted as construction of the proposed Westampton village.
  • Renderings and site plans are conceptual unless expressly labeled final.
  • Budgets are planning estimates and may change after design, engineering, bidding, approvals, and funding requirements are finalized.
  • No resident application process is open. An updated occupancy target has not yet been published.
